Properly designed they could. The atmosphere is pretty thin, but Mars has some very strong winds.
Solar panels might be a little more effective, but Mars gets nowhere near the concentration of sunlight the Earth does.

Mars does have a thin atmosphere, making it hard for wind mills to work. But, as stated earlier, mars does have very high winds. Keep in mind that CO2 freezes out of the atmosphere in the winter, though, and will make it even less dense.

Nope. Air pressure there on the ground is about 1/200th of ours at ground level. So the atmosphere is too thin to be much use for wind power. Being further from the Sun, photovoltaic panels will be less useful there than on Earth. Mars colonies will probably have to rely on nuclear power.

Yes, but the wind turbines would have to be engineered for the thin atmosphere. The turbines that we use here on the earth would have too much static inertia for the Matian winds to move them.
